Looks a little precarious to me. I think letting the water do the work makes a lot more sense.
Both systems make sense depending upon the terrain.
It looks like the Russian version takes advantage of a long slope up the side of the water course while the US system could be nearly vertical.
That shows there's more than one way to skin a cat.
As for water conservation, I wonder if it make a difference? Does look precarious.
I suppose the Rooskies had a good reason for doing it that way and perhaps it was driven by the terrain.
That's a heck of a machine that moves the barge.
