I'm having a difficult time deciding whether the author is a buffoon or a moron.

I'm fairly sure that he stole "claque" from Bill Buckley as that's the only other author that I've ever read that used that word and that was some years ago. Although somehow I can't picture Jesse Jackson reading something as worthwhile as National Review.
