That gadget ranks right up there with this particular wonder worker. Actually, you want a smooth airflow in the air intake, not a turbulent one. Anything that causes turbulence disrupts the airflow, slowing it down and decreasing efficiency. Think about it.

AGT, that's funny. I always loved looking through that magazine, but don't remember ever buying any of their gadgets.
Well, I have purchased from ol' J.C. over the years, Fish. None of the gadgets, but in the late 80s, when I had the misfortune of owning two 1973 Super Beetles I spent a lot of time leafing through the J.C. Whitney catalog and a lot of time at the counter of this establishment.
I was actually pretty darned fortunate to have that parts store a 45 minute drive from my front door. They have tons of parts and tons of VW aircooled knowledge. They saved my derriere a couple of times.
